Apply for B1 visa to USA from USA for family!!!can I do that?

I have permanent resident in USA, my parents live in Baghdad-Iraq and i want to invite them to visit me for 3 months. the thing is the US emby in Baghdad is not processing B1 or B2 visas right now and they have to go to neighboring country to apply. now the problem is there is no neighboring countries is giving visa to the Iraqis anymore so they cant leave Baghdad, the question is can I apply for them here in the state department maybe? help please
