Would retractable roofs in SPL stadia prevent fixture call off's during the winter period?

I fully understand that the costs of such and idea would be out of reach of % 90 of our clubs if not them all. but the benefits for fans, club and the game would be fantastic. What would the cost in monetary terms be for a club to build such a facility at their ground. and would it be worth it ?
